Benjamin Howard removed to Kentucky in early manhood, and served as a Member of the Kentucky State House of Representatives from 1801 to 1802. He was a member of the US House of Representatives representing Kentucky's 5th District from 1807 until 1810. He was Governor of the Louisiana Territory from 1810 to 1812 and Governor of the Missouri Territory from 1812 to 1813. In 1813, he was appointed brigadier-general in the United States Army and was assigned to the command of the 8th Military Department, including the territory west of the Mississippi.
